Dr. Katie Leonard, Research Consultant, first worked with Choice Research Associates in 2013 on a project-by-project basis. Dr. Leonard is a nationally recognized expert in criminal justice policy and implementation science, with over two decades of experience leading research, technical assistance, and change initiatives across law enforcement and corrections systems. Her work focuses on partnerships with law enforcement agencies, city governments, and consulting firms to advance evidence-informed innovation in public safety through analytical support, strategic planning, policy development, and organizational assessment. Her career spans influential roles at the National Policing Institute, Crime and Justice Institute, and The Pew Charitable Trusts, and she brings deep subject matter expertise in police stop analysis, use of force review, and policy development, with analytical capabilities spanning both qualitative and quantitative methods. Dr. Leonard's work is distinguished by her ability to translate research into actionable strategies, foster cross-sector collaboration, and produce high-impact publications and technical reports that shape the future of public safety. She holds a Bachelor's degree in Psychology from St. Catherine's University (2004), a Master's degree in Criminology from the University of Minnesota-Duluth (2009), and a PhD in Criminology and Criminal Justice from the University of Maryland-College Park (2014).
