Saint Ambrose Housing Aid Center, Inc., is a home sharing program matching Baltimore City and County returning citizens (Homeseekers) with vetted homeowners (Hosts). This program provides support services either directly or in partnership with other community-based organizations (e.g., employment, mentorship) with the goal of helping Homeseekers find permanent housing after the six-month home-sharing program concludes. St. Ambrose Housing staff and key stakeholders engaged in the Program Development Evaluation (PDE) process from the beginning, ensuring that goals, objectives and a plan for implementing the project were clearly established before launching the program and has been subsequently revised as challenges arose. In December 2025, Choice Research Associates produced a report including preliminary Homeseeker outcomes based on self-reported survey data and pre/post Self-Sufficiency Matrix (SSM) and World Health Organization Quality of Life (WHOQOL) survey. Results indicate Seekers are making measurable progress across multiple domains of self-sufficiency, exceeding initial PDE benchmarks. While caution must be exercised as the sample is small, it remains that there is a generally positive trend in the desired direction. See the report here.
Choice Research Associates is also actively involved in assisting St. Ambrose Housing Aid Center with respect to their new agency-wide SALESFORCE database. Our role is primarily to provide feedback on the system design based on process and outcome evaluation goals and ensuring quantitative metrics are available to assess effectiveness.
